Rules and Regulations for Moderators
1.0 Moderator Obligations
1.1 Moderator rights and obligations
1)Possess the columns managing rights, namely, add Best, delete, move inappropriate posts/threads in accordance to the forum rules and regulations, edit posts or close threads that have off the topic.
2)Possess the rights to enter and comment on forum.
3)Possess the rights to plan and start activities in forum with the agreement from Forum Administrator, provided no violation of forum rules and regulations.
4)Abide by the forum rules and regulations and defense for the forum image consciously.
5)Add fine posts to Best and delete offensive posts promptly.
6)Maintain the in-charged sections, actively supervise and rectify disputes to ensure the section is in order and cultivated.
7)Politely assist forum members with serious attitude, modestly accept criticism and feedbacks. Vulgarities and offensive words are refrained from using.
8)Appropriate use of privileges, not to abuse privileges against members in answering queries.
9)Not to abuse privileges to cause disturbance to other members.
10)Seriously answer to forum members' inquiries on management and obey the unified management.
11)In cases of problems unable or inconvenient to resolve, seek advice from the Forum Administrator.
12)Obey the unified management, do not to over-step the boundaries of higher level administrators or implement inverse operations.
13)Obeserve rules and regulations strictly and disclosure of discussion on forum management is forbidden.
14)Safeguard the id and password and do not reveal to anyone else.

1.2 Moderator Privileges
①Adding Best threads: Add popular, high participated, valuable and positive on community building threads to best in a timely manner.
②Topping threads: Highlight the threads with contents that are of majority concerns or news requiring attention by topping them.
③Moving threads: Moderator may move threads with inappropriate contents to suitable sections, without notifying forum members who started the threads.
④Deleting of posts/threads: Moderator has the right to delete any thread/post that violates forum rules, and send a notification or warning to the member who started the thread, via forum message.
⑤Closing threads:With regards to threads that may cause disruption in communication, contradiction, or result in serious and  negative arguments, moderator has the right to close the thread to prevent further negative impact, and report to management.
⑥Editing threads: Moderator has the right to edit any thread/post that violates forum rules or including vulgar or offensive words without notifying forum members who started the threads.


2.0 Managing Rules
2.1 Leave Application System
①All community moderators, without exceptional cases, if unable to be online to log on to forum for more than 3 days, have to send leave application message to Forum Administrator.
②Application for leave has to be officially sent to Forum Administrator 1 or 2 days earlier.

④From beginning of leave till end of leave, moderator has to send a cancellation of leave on the second day of the leave end to Forum Administrator, in order to cancel the leave in a timely manner.
⑤In cases whereby the leave is due but moderator is still unable to resume duties and there is a need to extend leave, moderator has to notify Forum Adminstrator via forum message.
⑥For moderators who does not applied leave officially or not visit the forum for more than 30 days,management has the right to strike off the moderator title; or leave are applied officially yet accumulated leave days has exceeded the average number of leave and not notified the management without valid reasoning, community has the right to strike off the moderator title.
⑦Appendix: Moderator leave application is not allowed to exceed 7 days each time, accumulated leave not allowed to exceed 30 days per annum.

2.2 Term System
Term of 1 year for assessment rating, good performance and/or with compliments may continue moderator title.

2.3 Resignation System
Moderator need to personally apply for resignation, management will revert and take necessary actions within 10 days.

2.4 Complaints Management Rules
Moderators with community management suggestions have to put forward on moderator meeting every week (every Friday afternoon via Skype). If in the event of administering forum tasks or activities,  disputes or doubts with other moderators or forum members on management arise, have to obey the rules below:

①In the event of community activity, if dispute arises with other moderators or community administrator, or have doubts towards the other party's management style, always base on the rule “internal dispute to be solved internally”, If mutual communication fails, may report to community management via community message or any other confidential mode, or file feedback/complaints via management forum, disallowed to use moderator title or bogus accounts to raise doubts externally, causing disrupt to management column and community administrators' teamwork.
②In the event of having disputes with forum members while managing the forum section, moderator always have to base on the rule “communication prioritized”,take the initiative to communicate with the forum member who complains and handle complaints well.
③When moderator is administering community activities, if encounter slander or personal attacks by others, need to timely report to management to seek help.
④When Forum Administrator or community management members are handling complaints, moderator should maintain composure. If have personal view or suggestion towards the complaint, may voice out to management's relevant personnel via community message or email, strictly not allowed to abuse moderator title and make comments on either parties (party lodging complaint or party being complaint), which may cause an impact on the management.
 
2.5 Punishment Rules
①Going for leave without proper application or not returning timely after leave is due, for more than 30days,management has the right to remove the moderator title; if practice the correct procedure of leave application but accumulated leaves exceed the average number of leaves and not notified the management without valid reasoning, community has the right to aske the moderator to resign.
②Forum Administrator is going to evaluate the moderators on performances on attendance, duty fulfillment and rules respecting. If any moderator has not administered their own section or doing it improperly, community has the right to remove the moderator title.
③Not obeying the unified management, carry out incitement, creating public trouble, causing negative impact on community image, community has the right to remove the moderator's title and the offender's community rights (moderator making use of bogus accounts causing negative impact on community image, applies to all ids of this offender).
④Disclosure of Forum Management content or being verified of revealing moderator id access to third party, community has the right to directly issue internal warning, criticism, or remove from moderator title.
⑤Long-term adverse management of the forum, community has the right to remove the moderator title.
⑥In the event of community activities with the use of moderator account or other bogus accounts, if behaved against community rule, community has the right to directly issue internal warning, criticism, or remove moderator title.
⑦Violation of complaint management rules, disrupting community orders or affecting community reputation, if discouragement is in vain, community has the right to directly issue internal warning, criticism, or remove moderator title, may even  remove all other community rights.
⑧Violation of other work rules, resulting in adverse impact, administrator has the right to directly issue internal warning, criticism, or remove from moderator title.
  

3.0 Appraisal System
3.1 Appraisal Guide
Appraisal systems will be divided into various assessment terms and each assessment will be done per quarter of the year. Forum administrator carries out the assessment. As the evaluation ends, result will be officially announced on the second day after the appraisal ends.

3.2 Scope of Application
Appraisal System applies to all HighStreet5 Forum Moderators.

3.3 Appraisal Appraisal Indicators
① Moderator appraisal result will be rated:
Excellent, Good, Pass, Fail

②Moderator Appraisal Indicators:
a. Attendance of management
Whether moderator spent substantial time online, and manage the forum well when being online.
(Note:Only consider log on once daily, if no managing or posts on the day will not be counted)
Excellent Standard:Each week log on 5 days and above
Good Standard: Each week log on 4 days and above
Pass Standard: Each week log on 3 days and above
Fail Standard: Each week log on less than 3 days

b. Best threads/posts Sticky
Whether valuable threads/posts have been added to Best in a timely manner, meanwhile, whether the topics of threads/posts are complied with the section description.

c. Participate in Section discussions
Whether moderators participate actively in discussions
(Note: Only the forum reply posts will be calculated)
Excellent Standard: Each week reply 80 posts and above (open topics or reply posts)
Good Standard:  Each week reply 50 posts and above (open topics or reply posts)
Pass Standard:  Each week reply 25 posts and above (open topics or reply posts)
Fail Standard: Each week reply less than 25 posts (open topics or reply posts)

d. Section topic Guide and Order Maintenance
Whether moderator can guide forum members effectively in accordance to the thread topic, whether the threads are in order,whether moderator able to timely resolve urgent issues/disputes efficiently.


e. Section contents order
Whether commendable threads/posts have been added to Best threads, whether deletion or necessary actions are done towards unauthorized posts.

f. Handling of posts that violated Forum rules
Whether moderator timely deleted the threads/posts with unacceptable, abusive, racist, defamatory, obscene language or advertising malicious or sexually-related links or sites.


4.0 Supplementary Provisions
1. The rules in this document is applicable to normal forum members, if not obey the rules; community has the right to remove all the community rights.
2. HighStreet5 reserves the rights to the explanations of the rules and regulations, and they may be subject to alterations to further enhance the rules and regulations system at any point of time.
3. The rules will be effective from 1st December 2008.
